Road Oil aka (Cracked Fuel Oil)

A blend of heavy asphalt and light asphalts suitable for mixing with soil to make coal lays or bladed in with soil at the road site to make roads.  The requirements for this material are listed in the Texas State Handbook under paragraph 300.2 section 7, on page 270 in the 1993 edition.
